Narrative Description of Project:
The Government of India had launched Sector Reforms in Rural Water Supply and Sanitation in 67 districts across the country in 1999. The program was designed on the principles of people led demand responsive approach where the communities were envisaged to be central to the whole process. Several multilateral and bilateral agencies were providing support to the GoI for this program including WSP-SA and World bank. The objectives of this assignment were to design a M&E system for the rural water supply sector reform projects to effectively monitor the project processes and progress at different stages of the SRP and across the country. The system was designed to evaluate institutional, financial, technical and environmental sustainability and social development aspects during each stage of the project cycle (planning, implementation and O&M)
Description of Actual services provided by the staff
The services provided include designing the monitoring and evaluation system, development of community M&E system, conducting stakeholder consultation workshops in four states during the field study and in two states, piloting of the MIS based M&E system. The other services includeddevelopment of periodic review mechanism to capture information related to sustainability, inclusiveness, extent of community participation, governance, role of women etc.
