Context

Two-year blended academic and field program by Ministry of Skill Development & Entrepreneurship (MSDE), with IIM Bangalore as anchor.

Aim: Strengthen district-level skill development by deploying trained Fellows, bridging policy and on-ground action.

Fellows receive management/public policy training (IIMs) + district immersion, working with Skill Missions, Collectors, and local institutions.

MGNF Phase 2:  Post Program Evaluation (May - July 2025)

The study is being carried out after 18-20 months of exit of the MGNFs from the districts. This aims at making a quick assessment of the skilling ecosystem scenario post exit of the fellows, particularly in terms of the impact and its sustainability.

Preliminary Observations

• MGNFs functioned as catalysts and added substantial value to the skilling ecosystem at the district level by making it vibrant and responsive.

• Key Contributions of Fellows:

District Skill Committee (DSC) meetings were held regularly;

District Skill Development Plans (DSDPs) were prepared on time;

Sub-Committees were formed and meetings held;

institutional and industry linkages were formed and established.

• Post MGNF exit, things have slowed down considerably.

• Sustainability of the initiative and its continued impact remains a challenge.

• Some states such as Odisha and Tripura have followed up the MGNF program with their own programmatic and institutional initiatives

  
  

• State level policy and programme initiatives are a key to the consolidation and sustainability of the gains achieved as a result of MGNF initiative .

  
  

• Industry partnerships can ensure a better fit between the demand and supply of the skilled human resource in view of the emerging spaces such as electric vehicles, drone technology, AI and robotics etc., over and above the ODOPs.
